Yes, if you are a Washington State resident. Portland residents who have moved to Washington (Clark County, etc.) and have a valid WA state ID are eligible for a Washington authorization. Oregon residents cannot obtain a Washington authorization.
What's the advantage of a WA medical card vs. just buying recreational in Portland or Vancouver?
Washington's excise tax on recreational cannabis is 37% plus local sales taxes. A WA medical authorization exempts you from these taxes on qualifying products — potentially 40–47% savings. You also get higher possession limits and home cultivation rights.
